Looks like a retail value of about $150 to $200 for the early ones, likely much less at auction as they are a common find. Both were made for many years. A less than perfect one of recent vintage would be of minimal value.

Therefore, to counter the low pressure created in the jar, the atmospheric air moves into the balloon and pushes the balloon into the jar to attempt to equalize the pressure in the balloon and in the jar. Therefore the balloon inflates.
