The windshield washer fluid pump is on the bottom of the fluid reservoir.
on my 1999 deville the pump is under the car just in front of the drivers side front tire easy to replace.

Horns (there are usually 2 or 3) are located in the top forward fender area. Accessed from under the hood, you will find them outboard of the windshield washer fluid jug on the drivers side or outboard of the battery on the passengers side. Cadillac Man

i have a problem with the washer pump when i put a voltage tester on the connection it jumps all around from 5 volts to 10
