33/.42=78.57 lbs.

The Letters "WC" on a propane tank stand for "Water Capacity", and are followed by a number which would identify the tanks Water Capacity typically measured in lbs. Water weighs approximately 8.3lbs per gallon Propane weighs approximately 4.24lbs per gallon
water capacity accurately describes the tank total capacity
a graduated cylinder
Assume liquid propane has a specific gravity of .51. For a liquid with that property DOT regulations say that for tanks under 1200 gallons, the maximum permitted filling density of the tank is 42% of the water weight capacity. Assume water weighs 8.33 lbs/gal. 285 x 8.33 = 2374 lbs capacity. 2374 x .42 = 997 lbs.

By pouring hot water on a propane cylinder you are heating the metal cylinder. The liquid propane in the cylinder is cold and forms condensation on the outside of the cylinder showing the level of propane remaining in the tank much like condensation forming on a glass of ice water on a hot day.
100 gallons? Are you kidding me. Who asked this question. You need not be dealing with propane. Believe it or not, there are 1000 US Gallons in a 1000 "Gallon" propane tank. Some peoples kids.
A graduated cylinder is used to measure the volume, or capacity of water. Or to just measure Water.
a graduated cylinder
As many as were put into it, subject to the total capacity of the cylinder.
Depends on the mass and what you are weighing. Gallons is a measure of 'capacity'. In a five gallon container you could put five gallons of water, which would weigh about 50lbs, but five gallons of petrol, which is lighter than water, would weigh less.

minimum wall thickness of cylinder of water capacity 33.3 liter is 2.5 mm
Propane and water, are both examples of Compounds.
