When you've collected all the pieces, it should look like a weird dragon-type-thing, then when you're supposed to sneak into the museum at night to guard Starry Night, go into the tourist tunnel and somewhere along there should be a short ladder. Jump to the top and click on the gray tumbler, then drag the dragon parts to make it look like the drawing. When you've done it right it should open, giving you access to inside the building.
