Well, depending on how long you are talking about..... I used to cook extra spaghetti noodles and would save them in the fridge for a day or two. Some of it would dry out a little and change color. Running them under warm water or quick dip in hot water on stove would restore the color to match the rest. The world has changed and most folks microwave food rather than reheat it on the stove in a pan of water(remember boil in bag meals), so it may not have occurred to you that just adding water would fix the issue. As far as what is it? Either starch that coats pasta when you boil it (might tend to be whiter than rest of noodle when it dries), or just dried out noodle (but I think that tends to be yellower than the moister parts of the noodle.) I'm not a food expert....just suggesting what I observed. Of course if you are talking about obviously fuzzy white stuff...throw it out.
