It's actually in the task bar, not the start bar. If you right click in an open place on the task bar, select toolbars and then select quick launch, that should put it back.

It's called the Quick LAUNCH Toolbar and its to the immediate right of the Start button.

Assuming you mean the "Show Desktop" button, you right click the start back and click "Properties" then check "Show Quick Launch".
