Window regulator controls the up and down motions of your car window. Both electric and manual windows have a window regulator. Not the easiest part to replace, but once you dissembled the door panel it should be fairly simple to replace.
I had a similar problem with a Toyota Corolla. Could be worth a shot There may be a window lock button (usually near the drivers electric window controls). That causes the controls from all, except the driver's, to be unresponsive.
If the windows will not open using controls on either the driver or passenger side then most likely you have blown a fuse. The owners handbook will tell you where the fuse panel is and which fuse controls the electric windows. If it is a fuse,and you replace it, it may blow again indicating a short in the wiring. If all the windows stopped working at the same time check your fuses. If not it maybe the window regulator and / or motor inside the door panel

usaully you need to wait 48-72 hrs before winding window down, but the people who tinted the windows will tell you
If the window won't go up from only one switch it is most likely that switch. If it won't go up from the driver controls or the control on that window's door, then you probably have a problem with the window motor.

Look for the etching on the glass. If it says insulshield it has lo-e. If there is no etching look for a serial number usually between the glass then call Pella and give them that number and type of window they should be able to tell you what the build list was on that window.
Had same problem with mine. Turned out to be the motor, but could also be the switch or wires.
Honda windows may open by themselves if the wiring is faulty. A common problem also occurs when the switches cannot tell the difference between a slight lowering and a full lowering of the window.
