To set the clock on a DEN-p6400 car stereo the system has to first be turned off. After turning off the system, hold the 'function' key until the display shows, then set the time by moving the arrows either up or down.
I spent half an hour looking for the installation instructions for the DEH-P6400 model but even at Pioneers web site they do not seem to have it. The unit I have was made in 2001 and I suspect they just stopped spending IT resources to maintain these manuals on-line. The best you can hope for is some tips from helpful forum members.

The '99 Monte Carlo doesn't have a reverse signal input. I'm guessing you're referring to the stock radio. The most the radio has is an auxillary output for the optional 10 or 12 disc CD changer.
