Many things happened in ww2. The main evacuation process was children being sent off to the country side or villages , away from major cites e.g London or Liverpool. Supposedly he did say it, although there's no concrete proof that he did. It was listed in a book of "secret" quotations that says he said it in 1942, while Germany was in the process of trying to conquer Russia; but the book apparently offers no proof, and there is no Nazi document saying he said it. The Nazis had a strange fetish for documenting almost everything. However, the context, if you read the entire quotation, is that he was talking about conquering a foreign country- that is, Germany conquering, for example, Poland, and taking weapons from Polish citizens to curtail their resistance to German rule. He wasn't talking about disarming citizens of Nazi Germany. Quite to the contrary, he issued a law in 1938 that actually expanded gun rights for German citizens.
The ratio of deaths to casualties was about 2:5. [Note: the above answer is for battle casualties only. The ratio was well over 1:10 when including non-battle casualties (accidents, disease, psychological illness, etc.)]
Between its re-emergence in 1935 until the fall of Nazi Germany in 1945, the German Wehrmacht ("Defense Force") numbered approximately 18.5 million men who served in its ranks, though some historians list this number as high as 22 million.
