What I do know is that the SIMS Guide (SIMS all caps) or (AKA) the SIMS Reference Library is a new formatted series of construction related guides designed specifically as an "INDUSTRY SPECIFIC" (Pretty handy) "Flip" pocket dimension guide to referencing the OSHA federal standards as they apply strictly to each construction trade.
For example; if you are to get the "Excavation" SIMS Guide, you will see that it is formatted in a manner that allows the user to grasp the concept of the standards required to be met by OSHA instead of merely complying with them. I have purchased the "CRANES/DERRICKS" Volume 11 and I can say without a doubt, that I have gained a much better awareness of how the standards are to be applied and to add to that I am not the bit nervous or scared of attempting to research what I need have to be in compliance on my projects.
For years I have struggled with searching the endless waters of the USDOL regulations - as I'm sure you all have. Now it appears you can get an entire industry specific guide suited for your trade in one flip type guide that is heavy duty to handle the construction punishment. Not a bad thing to have in my eyes. Price is even better yet. If you research OSHA compliance standard books, they can range from $35 to $50 in most cases or even higher. The SIMS Guide you can get industry specific guides tailored to your work ranging from $23 to $42. They have a pretty neat catch phrase "The Next Generation of Safety and Health Compliance". I think they may be right!
