you would have to first find your value of 65% of each tread width. Or 65% of 195 & 65% of 205. Then you you must know all the other variables such as ratios for final drive and each specific ratio/gear. If you know all of this then you would know that the change would be noticeable only when being pulled over for going a few miles per hour over what you thought you were doing. In other words don't ponder this question just use the tires specified for your make and model.
At 60 mph the speedometer will read 58.1 mph.

Check the clearance of your existing P195 tires to the body fender wheel well. IF the clearance is 15-20mm or less, then no you should not. Generally speaking, yes you can go to one step higher in size of the FIRST number (this being P195 to P205). Always consult a tire dealer specialist, their advice is usually free of charge.

Of course you can but I recommend against it. Your speedometer will be 3.182% too slow. This will also adversely effect the handling, mileage, and braking. Stick with the OEM size.

The tire size for a 1990 Plymouth Voyager van is P195/75R-14. At least that is what mine came with. I currently have P205/70R-14 installed. Check the tag on the Drivers door for the original size installed on yours.
A 1997 Mercury Sable came stock with size p205/65r15 tires. Taller or shorter tires will cause the speedometer to read incorrectly.

I will assume you know you must also change wheels also. Assuming you change from 15" to 14" wheels the result will be that your speedometer will read 61.3 at a true 60 mph. A much better swap would be to go with a 215/60-14 instead of 205/60-14. All aspect would be almost identical to the OEM size. Know that 14" tires are getting harder and harder to find, and your choices will be limited if you switch to 14" wheels.
