If its an automatic then your either in winter or a low gear(not flashing) or transmission fault(flashing arrow)
But if its manual the non flashing arrow is the recommended time to up shift.

Yes, at least according to the manual for my 1995 850 T5, but same auto trans across the 850 range.
Could puting a smaller battery in a 1995 Volvo 850 cause the dash lights not to come on as well as other electrical items being messed up. If yes maybe you can explain how and why this happens. Thanks?

How do i access relays on Volvo 850?
Underneath the driver side dash there are 3 t-25 screws. Remove these screws and the kick panel falls out of place. Duck underneath the foot well and look way up. On the firewall side of the footwell you will see the relays. They are way up there so use a flashlight.
