Individual contractors are paid by the company which contracts them, not by the government. As they are not W2 employees, the companies are the ones who determine the pay rate.

IIRC, DHL had that contract for mail services, and all the civilians associated with mail carrier and mail services for the US forces in Iraq were contractors, and not actual employees of the US Postal Service. US citizens working as civilian contractors over there could make between $80,000 - $120,000 in a year, but just as often, the contractors subcontracted their work to local and other regional companies, whose employees were paid considerably less.
