In terms of control surfaces, flaps are adjusted to provide greater lift and also to increase drag. Greater lift means that the aircraft can fly slower while maintaining steady level flight. If the aircraft needs to lose altitude quickly, full flaps can help to keep the aircraft from attaining too much speed during the descent.
In reality, all of these these factors are controlled together to determine the speed and rate of descent of an aircraft on final for landing.
