A voltmeter; or more often today a multimeter. In the past analog meters were used (a needle moved across a scale and you read the value under the needle). Now, meters that can measure several parameters (multimeters) are typically used.

To measure voltage you have to select two points that you want to test the voltage between. If you have a resistor (more properly a device that creates resistance and typically uses power to do work) there is a voltage drop related to the power dissipated (Volts = Amperes x Ohms [of resistance]).

The unit will be, by definition of potential difference, joule per coulomb. But this is named to honour the scientist, Alexandro Volta, as VOLT, who did the conversion of chemical energy into electrical energy. This is the basis for all the secondary cells that we use in trucks, in mobile etc etc. Rechargeable ones.
