This is one of the more famous State Quarter errors. It turned out that more such errors were struck than first thought, so values have fluctuated a lot but seem to have settled in the $20 to $50 range depending on where you look. Dealers will pay less, obviously.

However, you should have your coin professionally examined, as there are counterfeits that have been made by the same process that's used to produce those "rare" (NOT!!!) double-headed coins that turn up in change every so often. Two genuine quarters are cut apart, the side of one is turned 180 degrees, and fused to the opposite side of the other to make an instant (but really fake) rotated die "error".
