It depends on the condition: is the glass chipped, does it have all the parts - like the lid and the cord, and does the electrical element work?
I saw one on eBay listed for $24.95 but it received no bids. The glass was perfect and it had the lid and came in the original box but was missing the cord. So I would say it's not worth too much if you are missing parts or the glass is chipped..

You sure can!! Before they came out labeled as Candle Warmers we were all using our coffee warmers as candle warmers. I have a "candle warmer" warming my coffee as I type. If you read the fine print it says do not use to warm food or beverages, however I have never had a problem. I'm pretty sure they mean don't try to use it as a hotplate.

If the coffee is hot, it'll melt the ice quickly. If it's room temperature, the ice will still melt. Ice will melt in any situation where its surroundings are at a warmer temperature than itself.
