Valves control the in-flow and out-flow of fuel, air and exhaust fumes in a combustion engine (known as intake valves and exhaust valves). A 4-cylinder engine with 16 valves will have 4 valves per cylinder, with two intake and two exhaust valves per cylinder. With experience it is easy to tell the sounds of the valves apart because each engine sounds different with different valves.
Generally the less number of valves means a deeper/throatier sound from the cars and vice-versa

Camshaft, lifters...(not all cars), rocker arms, push rods (not all cars), valves.

Assuming you're talking about hydraulic valves for cars, the replacement part prices seem to fall in the $150-$250 range.
of coarse it can, if the valves are not opening at the right time you will get this problem for sure
no an 1600 cc engine is good for a medium hatch like Toyota corolla and 8 valves suck that means there are only two valves in every cylinder most cars have 16/24 or 48 valves
In many cars YES, but not all cars. The engines will be "Interference Engines" or "Noninterference engines"When the belt breaks in interference engines the valves strike the pistons and bend.
They will have the same amount of each at all times. This is incorrect...i.e. there are many 12 valve 4 cylinders in existence- the math alone proves my point. When the head is engineered, valves are placed and sized for the best flow- there is no reason an engine requires an even number of valves.
No, older cars didn't have bleeder valves on the cooling systems.
No, It was added to gas as a "constant fix" for older cars that didn't have hardened valves Lead replacement substitute for older cars use manganese or sodium nowadays
there are valve stems on your tires where your fill them with air maybe that's what you are referring to. there are also EGR and PCV valves there are also valves inside your engine try the link below to explain better the valves basically let air in and out of the cylinders you have an intake and exhaust valve for each cylinder http://en.wikipedia.org/wiki/Image:4-Stroke-Engine.gif
These cars are the Twin-Cam 6 cylinder engines = 24 valves.
