VTEC is the name Honda has titled their version of variable valve timing technology. Some Honda vehicles have them, some do not. For example, 1992-2000 Honda Civic models had VTEC, but only with EX and Si trim levels in the United States.
All HONDAs and ACURAs since 2004 have timing belts except 2.4 liter VTEC engines so the answer is "belt".
