On a cold morning it can be condensation from moisture entering the exhaust and intake during the night. This will be burn off in about 5 to 10 minutes.

If it is heavy and thick and does not go away it could be a head gasket or intake gasket needs to be replaced as radiator coolant is being sucked into the cylinder and then pushed into the exhaust on the next compression stroke.

If it is white and blue-ish then the carburetor is running to rich and will smell like heavy gas fumes out the back of the exhaust.

The first one is normal, the second scenario will require a mechanic who will need to pull the head or intake on the car. The third can be done with only having to lean out the air/fuel mixture on the carburetor or a rebuild on the carburetor.
