Yes, you can tether an Android tablet to a similar Android-powered phone...the phone will act as a wi-fi hotspot. Go to Settings>More..>Tethering & portable hotspot>Setup wi-fi hotspot. After setting up your phone, look at your tablet's wi-fi and see if it sees your phone's wifi address/username. Click it, and type in the password you had setup for the hotspot. Your tablet should then be connected together. Note that data rates from your carrier may apply when you tether.
If there are no Wi-Fi routers around, then you cannot get Wi-Fi.
