If you're up for doing a little bit of DIY work designing your own light you'll get the most bang for your buck. The Seoul Semiconductor Co 'P7' LED Module is the brightest that is currently widely availabe. the module actually uses 4 LEDs on one silicon die. SSC claims it will produce 900 lumens although it actually delivers closer to 650. P7 modules sell for around $20. and people have been known to build their own bike light with as many as TEN of these.
a complete P7 flashlight sells for under $50. bike mounts and lithium batteries are another few bucks. I think this is the best route. I put two P7 flashlights with strobe on my bike for just about $100 with bike mounts, rechargeable lithium batteries, and a charger.
