But to your dissapointment, this is actually a very subjective question whose answer depends on the way the meaning of "tough" is defined. Even if this concept is objectively defined, it might still be difficult to set up an experimental work where native speakers from a particular language are taught different languages to compare levels of "difficulty". There are simply too many variables involved in the process including age, cultural and educational background, gender, methods employed to teach the sampled languages, etc. that it would be almost impossible to control all of them to provide a valid and reliable result.
