Actually, that is a very nice poem by Emma Lazarus, but not on the tablet. IIRC, the tablet has the date of the American Revolution.
The Statute of Liberty is holding the tablet in her left hand. The tablet has roman numerals inscribed on it. The writing is July 4 1776.

This means July 4th 1776 in Roman numerals. This is the date the Declaration of Independence was signed.

No, not at all. Lady Liberty's tablet has the date on it the constitution was signed: July 4th, 1776. (It's written in Roman Numerals on the tablet, though.) But that has nothing to do with the Christians' 10 commandments.
