A bad throttle position sensor, on your 1991 Saturn, will cause the engine to run rough when it is idling. The engine will run normally at higher speeds.

You do not restart the sensor. It is either good and will work or it is bad and needs replacing.
The 2003 Saturn camshaft sensor can be found on the back of the cylinder head. The camshaft sensor should be labeled as such.
The 2002 Saturn IAT sensor can be found on the top of the engine. The IAT sensor will be near the injector fuel pump.

I would check the temperature sensor. Sounds like the sensor is telling the computer wrong information and the the fuel mixture is being affected.
