Likely you have the wrong tires on the car. They're too big. I had this problem when I put 30" tires on my S10 pickup, they were bigger and wider than stock. I fixed it by welding a new steering stop in place, because I didn't want to go back to the tiny stock tires.
Car wheels on the pavement.
Hey Bo==It depends on what you are driving. Evidentally the tire is rubbing something like maybe a splash shield in the wheel opening. Stop the car when it starts making the noise and don't streighten the wheels and get out and see what is rubbing. Good luckJoe It's your steering pump loose belt or low on fluid.

Yes, in most cars, the back wheels do not turn when making a sharp turn. This is known as a fixed rear axle or solid rear axle design.
It could be low on power steering fluid. That is a common problem. It makes a sharp whining noise when you turn the steering wheel.
"sharp" Just as in English, it can mean "piercing" for a sharp and shrill noise, "acrid" for a sharp, bitter taste, "keen" as in a sharp mind, and so on.
