I assume you mean when you turn on the sink water comes up from the drain in the tub? If that's the case, the drain from the tub is clogged. The sink is higher than the tub so the water comes up there.

no it wouldn't sink if it didnt turn
Turn on your bathtub or shower hot then turn it off at last turn on your hot water for your sink. Hope this helps!
Fills in 3 minutes ===> gains 1/3 sink per minute. Empties in 4 minutes ===> loses 1/4 sink per minute. With faucet and drain open simultaneously, gain is [ (1/3) minus (1/4) ] sink per minute = (4/12) - (3/12) = 1/12 sink per minute. Time to gain 1 whole sink = 1/(1/12) = 12 minutes to fill.
Nothing, it should all come with the dishwasher. It fills from the faucet.
it means that you need to clean your sink if you have already cleaned your sink i recommend getting a plumber
When you put a plug in a sink and fill it, the water in the sink INCREASES. When you turn off the tap and pull the plug out of the sink, the water in the sink DECREASES.

A clogged drain most likely.
Nothing it just is the model you have
Pumice rock will float unless water fills most of the small air pockets. Wood may also be dense enough to sink when waterlogged. Styrofoam and similar materials cannot sink because they are less dense than water.
Replace the faucet.
