most likely it has URI it's like a disease but my rat does the same but i've been reading on it and I'm going to take it to the nearest small animal vet you should too or you could go to a pet store and ask them what they recommend

It could be nothing, or it could be that the mouse is going blind in one eye, or one of it's ears is infected. There is a disease called, "Chronic Murine Pneumonia". The mouse tilting it's head to the side often develops, if the inner ear becomes involved. Other symptoms include sniffling, sneezing, squinting, red-brown tears, rough coat and laboured and audible respiration. I'd suggest speaking to a veterinarian to make sure it is not anything serious.
