Pull the vinyl cover off of the seat belt, then roll the seat belt back on the roller.

The retractor spring could be broken or weakened but there are a couple of more likely causes. 1. The belt is hanging up on something or has gotten twisted or folded somehow. Pull it all the way out of the retractor. 2. If you have children or youngsters have been in your back seat check the retractor for excess peanut butter, french fries or small dogs...anything the munchkins might have shoved into the opening. Code: 33 Passenger Air Bag Circuit Resistance High What year of Expedition ? if older model (I think 2002 or 2003 or older) is passenger side airbag circuit malfunctioned. if newer than 2002 or 2003 (Sorry not sure exact year they changed code), it means Driver side pretentionor (Seat belt retractor). There is small bomb in seat belt Retractor to make passenger tight fit to seat when airbag deploy. if something is wrong with seat belt retractor bomb (pretensionor), airbag itself may may not work to avoid injury by airbag.
I have the same problem in a 2000 Sebring. You can't pull the seat belts out of the seat's retractor. According to the owner's manual the seat belt mechanism needs power on to allow the seat belts to extend. When you open the door or put the key to accessory position power is allowed. The fuse for the seat belts is listed with the flashers and the flashers work ok. I will post more after I fix it. There is a wire connector under the seat that controls the seat belt mechanism. You have to make sure it is connected otherwise the seat belt will remain in the stuck position. I had the same problem, seat belt was stuck and I couldn't use it. I discovered the wire wasn't connected under the seat. Once I reconnected it and turned on the car I was able to pull the seat belt out.
You will probably end up having to replace the belt as I don't think there is a way to tighten it.
