The filter does not have a good seal. If it is a pressurized system remove the filter clean the lines and filter clips and reinstall. If it still leaks then you may have a bad filter.

It could leak while the filer is off. Once the filter is back on, there should be no leaks.
Make sure that the fuel filter is intact and put the key in the ignition and turn to acc mode (2nd click) you should hear the fuel pump humm. Do that a few times and you should be all set. P.S. Check for leaks before you start the car up
