Perhaps a bad ignition switch?
On my 1999 Chev Suburban the answer is the fuel filter. It appears when going uphill and trying to give it a lot of gas the engine is not get enough and misfires. I replace the fuel filter and the light goes away. It comes back after a while and I just change the fuel filter. I have 227,000 miles on my suburban

disconnect the fuel line from the fuel filter and turn the ignition to just before the ruck would start, this should activate the fuel pump and fuel should flow from the fuel line.
I would replace the ignetion module that is in the distributor.
it is actually more than likely water and crap built up in the bottom of your tank. i would drop in a fuel additive, or a bottle of "HEET" if it was the filter, screen, pickup-tube, or pump it would be a problem regardless of how much fuel you have.

Pf 25 would be the standard replacement , but if you would like and have the room depending on the oil filter housing angle (exhaust headers)you can also use a pf11 which is a 1 quart filter

It could, a plugged fuel filter can cause a hard/no start.
