as it goes for any car it can either be your emergency brake cable is broken, or simply you need to replace your back brakes.... if you have a manual car, just put the car in gear when you park, 1-5 if the front of the car faces downhill, and reverse if the tail faces downhill

Because you did not set the parking brake. When it rolls in gear, it will slowly be turning the gears and the pistons in the engine, so it won't roll as easily as when it is in neutral, but it will still roll.
On 2000 Mazda protege's the rear drum brake shoes use self-adjusters, they (sometimes) self-adjust, it looks like two levers facing each other and when you push the brake shoes away from each other the self adjusters move out more, adjust these until there is about 1 turn of drag on your brake rotor with the drum on, of course. If the handbrake is still lower than desired there is a 10mm nut (use a deep socket) on the drivers side of the handle inside the rubber flap, turn this to adjust brake lever height.

Obviously ensure your handbrake is off with wheels chocked. My 1994 Mazda B2600i has two large Philip head screws in each drum, between the wheel studs. Unscrew these first, then tap the front and sides of the drum with a hammer to disloge the drum, ENSURING you do not chip the edge of the drum. If the drum still does not pull toward you, study the layout of the drum brake adjustment mechanism and try and adjust the brake shoes in via the port at the rear of the drum.
This is operating as intended. Brake lights are only activated when the brake pedal is pressed, irrespective of the other lights in use. It is a safety feature so vehicles behind are aware the brakes have been applied. They are separate from the tail lights so they still give a visual indication of braking whether the other lights are on or off.
