First, check under Power Options to see if Power Saving Mode is selected. If it is selected, change the options (you can change to simply a regular power setup). Before you go buy a new computer, have a technician look it over.
When you turn on your computer it says power saving mode and changing the battery does not help you need one of two things. You can either buy a new computer or a battery.

The battery life on a Dell Inspiron 6400, 9 cell battery can last anything from 3h30mins to 5h30mins. The mainly depends on how the power saving mode has been set, when you reduce the computer's performance you save battery life.
When your using a resource-intensive program like Photoshop, temporarily disabling power management can make it preform tasks quicker. Only keep power saving on when you are surfing the web or doing everyday tasks since you will be saving battery life.

The computer's power, or its ability to stay powered on and running, is maintained by the charge in the battery. The battery's electricity is used by the computer to keep running.
