The fluffy coating on its skin is fungus and will kill the fish if something is not done to fix it. The most common cause for this condition is bad husbandry. The rules for keeping fish are :- 1 inch of fish needs a minimum of 1 gallon of water. A goldfish grows to at least 10 inches so should be kept in a tank containing at least 10 gallons of water. All fish put out deadly ammonia when they breathe and poo, so all inhabited tanks need a cycled filter to convert the ammonia into harmless nitrate. Every tank should have at least 50% of its water changed every week. Now to fix the fishes fungus. Go to a pet shop and buy some medication for fungus and follow the directions on the label. Fungus is easy to fix but it will re-occur if you don't clean up your fish keeping practices.
