What is you got 99 level of skill in runescape but you are not a member?

Then you can't get a skillcape. But you can still boast of having the skill - to substantiate this, you can either say it in quick chat (since the skill level is filled out by the system, so you can't just invent a skill level), or refer people to the hiscores

Do you need to be a member to get a skillcape on runescape?
No. There are certain free skills (example: woodcutting) in which the master is still in the free-play area (the master north of falador) but there are some free skills (example: firemaking) in which the master of the skill is not in the free-play area (the master south of seers village.) Also, a "small" fee may be charged when you buy the skillcape. I.E. the mining skillcape costs 99,000 gp. Yes, you need to be a member to get any and all skillcapes.
In runescape which skill capes are f2p?
The only way you can even obtain any skill is that if for example you got a level 99 skill in nonmembers world you can't just buy one from anywhere you have to be a member to buy a skill cape but then if you wanted to for some odd reason cancel your membership eighter way once you are wearing it you can use the skill capes emotes in nonmembers and members world when ever you want to but the capes bonus wont work in nonmembers though.
What is the order of most common to least common skill capes on runescape?
I can't find this listed anywhere. I don't think the information about skillcapes is available, but you can find out how many players are eligible to wear them. You can choose "Community - Hiscores" from the main RuneScape page and see how many players got each skill to level 99.

What does a clan ring due on RuneScape?
Gives you a 1.5x boost in the respective skill that it was given to you for in the real surface. For example, if I got a woodcutting clan ring, and I chopped wood on the surface of RuneScape, I'd get 150% the normal XP i would get without the ring.
