We see him in Act 1 Scene 1 trying to lay down the law about brawling and fighting in the streets. But quite frankly it doesn't seem to make much impression on the brawlers and fighters. Capulet gives the impression that he has no interest in continuing the feud and we can guess that Montague feels the same, but they can't take the active steps necessary to break the habit. The Prince's harangues seem to have little effect.
