i think its depend on the application. function keys are also use as edit keys.
The specific arrangement of keys on a keyboard is a separate issue, from whether you are using physical keys or virtual keys. The virtual keyboard is an alternative to the actual keyboard, not to the QWERTY keyboard.
On a PC, F2 starts the edit mode. On a Mac it cuts the content of the active cell. Countrol+U starts the edit mode on a Mac. It is possible to adjust the Mac keys to be the same as they are on a PC. See the related link below.
You can edit a cell by clicking on it or pressing the F2 key. While editing it you can use various keys to navigate the cursor within the cell, like the Home and End keys or the arrows. You can apply various formatting to cells, through icons, menus and keyboard shortcuts. You can delete things using the Delete key. You can copy things into a cell in a variety of ways, with the mouse, keyboard, icons and menu options.
When you click it ( Edit Mode) press the arrow keys and check it out! Aka it works, you just need to press keys.

They should go cell by cell. Check the keyboard is ok. If the arrow keys are part of the main keyboard, on other keys, check whether Num Lock is on or off. Check Excel options too.
