If you cannot find a blown fuse, perhaps the problem is a faulty headlight switch. Recognize that the headlight switch controls the headlights, dashboard lights and clearance lights from separate circuits. If any one of them is bad that part won't work. If the 97 is set up like the 96, then the same 15 amp light blue fuse that controls the tail lights will also control the dash lights. On the 96 this fuse is # 17 in the fuse panel behind the battery.
