A hamster would want to live in a fairly small cage with lots of chippings and possibly a little loft sort of thing this will make the haster feel like he/she has enough room and is not really trapped in a cage.

Dwarf - Small plastic cages (so they can't fit through the bars) very few levels but lots of tunnels and toys.

Syrian - Need large cages with 2 levels or more as they are larger and very active, lots of tunnels and toys.

Unless the dwarf hamster was in the same litter, I would advise against it. If they are not in the same litter, and you'd like to see if they get along, first put them in a neutral cage. Otherwise the hamster may feel that another male is trying to take over its territory.
