There is a Vehicle out there that actually can drive on land, and then once in the water, converts to a boat capable of achieving about 7 knots (8 MPH), yet however, these vehicles had a bad tendency to roll over if you did not go very slow in a turn, and the metal used to make these vehicles was very corrosive prone, and would wear easily. In all honesty, these were not very popular, but they were in a sense, "Floating Cars".

Check out this site all about amphibious vehicles,

http://en.wikipedia.org/wiki/Amphibious_vehicle

It was called an Amphicar, powered by Triumph Herald mechanics, it was capable of 75 mph on the road, and 7.5 mph on water. As already mentioned, they were rather unstable at speed, due to being rather high to keep the upper body out of the water. Here in the midlands UK, there is still one in reasonably regular use, any canal festival event, is likely to get a visit, and on water demo from it.

Regarding cars that can float, it used to be said that the original VW Beetle would float in water. Such was the efficiency of it's door seals etc.
