Insurance is the hurdle; no right minded insurer will provide cover on a Ferrari for a learner. But even if money is no object and insurance cover is obtained, there is another issue. A learner must be accompanied by an instructor or an experienced driver, who (if they have any sense) will agree to sit in with a learner only if the car's performance does not exceed the learner's limited driving ability.
By contrast, in the UK, if you wish to take a motorcycle test, there are a number of hurdles. Before you even venture onto public roads, you must receive basic training on private land; after which you can only ride a restricted capacity bike of no more than 33bhp during the probationary period. After that, you can ride what you like, but again, the cost of insurance will normally keep a beginner on a relatively modest powered machine.
