I think the best commuter bike to buy would be a Specialized city commuter or a kona hoss. Both are under £300 and have zero pivot sus with vertical dropouts and spesh grips.

Depending on your age I would start on a cr125 Honda. Honda is known for having very high quality bikes and can take a beating.

Depends on how much they owe on the bike and if the price of the bike includes pay off to their bank and you get the title. If there is a lean holder on the bike and after you buy it you don't get a title then no I would not buy the bike.

Depends on what you are looking for in a bike. The Blast is a single cylinder 500cc street bike that is light and nimble and gets good fuel economy. The bike is not powerful and is plain Jane looking, but it would be a good commuter and can keep up with traffic speeds. It would also be a good beginners bike because of it's small size and easy handling..
