Some of the breeds that have distinctive markings on the legs that you might call freckles are many of the hunting dogs, like the various pointers and setters.
These markings are called "tick markings" and some good examples are the German Shorthaired Pointers and Bluetick Coonhounds. Breeds that can have other types of spots on their legs include Australian Shepherds; Dalmatians; Beagles; and Basset Hounds for a few that come to mind first as examples. Look at the breed pictures at the AKC site (by way of the related link below) for more possibilities of the types of markings you are describing.
there are many dogs that have this... two of them are coccer spanuel and a pitbull... Rotties and Dobies are the most common
I believe that cavoodles have them on there pads.

You can check a dog breed handbook and look up a rottweiler. Rottweilers usually have a docked tail. They are somewhat bulky, and are black with redish brown markings above their eyes, on their chest, and legs. They have a smooth coat.
