I don't have a specific answer for you about your teenage girl. However, she does sound like she has the ability to learn since she is at a grade 3 in learning skills. Is it physical activities you are looking for or learning skills? How are her language skills, her receptive skills, her motor skills (gross and fine), can she ask for things in an appropriate fashion, does she work easily with others or for more than one response before needing reinforcements (be it social or tangible…), how does she socially interact with others? All these questions are very essential to build a profile of her in order to sort out her basic needs first and then start teaching them according to those needs. Example: If she will not work with anyone and will engage in negative behavior than you need to establish a trusting relationship. She needs to know and understand that it's fun to be with you and when you are together fun things will happen (she will be learning in a non-traditional way that may appear to be play but that is skillfully put together for her to learn). She needs to be able to make appropriate demands. This means you don't start to scream and throw things in order to get what you want; you ask with a calm voice/signs or PECS and you will receive. She needs to learn to sit to learn; these are basic things that she needs to know first. If she already knows these things than she is really a good person and must be a joy to work with and more details would be needed in order to give you more specific support with your teaching goals. What type of learning signal the development of problems such as mental retardation?

Mental retardation is not diagnosed through types of learning, but through observation and testing. Some children have developmental lags, but aren't retarded and education has gone beyond classification of children as "retarded." There are many reasons for learning problems and the diagnosis of the type of learning process is much more than development.

Do people with bipolar disorder have a low IQ?

I have been diagnosed as bipolar and I have a genius level IQ. A lot of people with mild retardation or learning disabilities are diagnosed with some sort of mental illness but it does not apply to everyone. I am able to process lots of different types of information at the same time and apply it analytically in problem solving situations. That is a benefit. Sometimes I think about too much stuff and I get distracted from what I'm doing. This isn't always good.
