try just normal elmers glue, if that doesnt work super glue will do it.
I would use TiteBond ll for thick card, and clamp it for at least 4 hours.
PL300 works well for this application. Keep some pressure on it for about 2 hours. This is commonly available in most hardware stores.
Any white or yellow glue will do that.
If it's plain paper,use white glue.

If gluing paper to paper, white glue is best.
you use a non toxic nail glue
Elmer's new China and Glass Glue.
Any kind of epoxy is best for this
Most envelopes are pre-glued with 'gum arabic'
I would use gorilla glue, that stuff will glue just about anything together. Make sure to use only a little bit, it expands and "foams" when drying.
White glue is good for that.
Epoxy is the best type of glue to use for wood.
