You can use a solvent free epoxy adhesive. These adhesives do not have any solvents that will eat the Styrofoam and will bond it to itself, other plastics, wood, metal etc. It is easy to use because it does not run, will gap fill and is paintable and sandable.

White glue, , yellow carpenter's or wood glue, polyurethane (Gorilla) glue, and epoxy all work with styrofoam. Foam safe or odorless cyanoacrylate (CA) glue also works. Do not use regular CA or super glue. It will melt the foam.
BTW, the other answerer is correct that the glue joint will likely be stronger than the material itself. This is no reason not to go ahead and glue it anyway.

Some glues will eat styrofoam,not all. Elmer's Spray glue works, so does PL300.
PL300 is formulated just for that. It's cheap and an excellent glue.

Styrofoam is an expanded polystyrene. It has no application as glue.
Some glues melt styrofoam as those glues solvents are not compatable for styrofoam. You need an adhesive called PL300 or Clearco 444 to properly glue styrofoam.
Any cleaner I can think of to remove glue will, unfortunately melt or even destroy the styrofoam.

Super glue will melt styrofoam, so there is no practical way it will glue it. Glue large pieces of styrofoam to itself or to most surfaces with PL300 and smaller areas with a craft glue called Clearco 444.

Buy pieces of styrofoam. Then, you stick the base in styrofoam. Next, you measure the length of the first piece and the length of the shape of the toothpicks. You may put some vertical on the horizontal toothpicks. Cut off the top of the toothpicks, and put glue on them. If you just poke the next piece of the styrofoam on, you wouldn't be using the glue. Make sure the length of the styrofoam is slightly bigger than the shape of the toothpicks. Glue the styrofoam on. Lastly, do it over and over again until reached height desired. You will need • pieces of styrofoam • Over 100 pieces of toothpicks • Elmer's Glue-All glue
There is a suitable glue for every material. I have over 30 kinds in my glue cupboard. Very few are are good for everything.
