There is a type of glue known as Goop, which is your best bet for gluing leather to foam. A well stocked hardware store will carry Goop.
The fairly new adhesive, PL Premium, will glue vinyl and leather.
100% silicone is best .
There is special vinyl glue for that. Available in Walmart and possibly other stores.
The vinyl liner should bond together with PVC glue from lowes or Home Depot. There is even a PVC liner that can be used with the glue to patch tears rips and holes.
Gorilla GlueANS 2 - 'Gloozit' Plumbers Goop is better for that purpose.
Use Elmer's Spray Contact Cement.
Rhinestones are often set to leather products by an adhesive glue, such as one that contains acetone. This will bond and stick the rhinestone to the leather.
One type of glue that can be used when working with vinyl fabric is wood glue. Normal fabric glues are not necessarily strong enough to hold vinyl together, so wood glue is a better alternative.

It's simple. Stuff that's glued together, tends to stay together. Though the strength of the bond depends on the type of glue you are using. For a good solid bond, I like to use super-glue or cement glue.
Poly vinyl acetate is white glue.

super glue works very very well on leather, just make sure you scuff the surface first to remove the color coating
