Key areas of policy, especially foreign policy and the military were very largely beyond parliamentary scrutiny.
Until 1908 in much of the country anyone holding a political meeting of more than 50 (fifty) persons had to obtain prior permission from the police! Open air political meetings were prohibited and anyone making fun of the Emperor (for example, in a cartoon) could be sent to prison for insulting the monarchy. Conditions such as these discouraged the growth of democratic political life.
At the end of World War 1 this cumbersome system collapsed and Germany acquired a parliamentary democracy, often referred to as the Weimar Republic. However, the republic did not enjoy the level of support necessary for it to survive adversity.
Moreover, many voters associated the republic with defeat and with socialism. They yearned for the firm hand of authoritarian government, which they of course got in 1933.
