They got washed out over and over and in most places building is no longer allowed on land that is prone to flooding. People still build on beautiful high ground in California even though it is subject to landslides in terrible wet weather. People still build in beautiful areas that are prone to fire. There is probably no single reason people build in danger prone areas but it is often done intentionally while submerging the risk factors.
Earthquake proof buildings are more expensive to build. Some people do not have the extra money.

I think that people can bring water to dry areas by dams breaking and then the water comes in. People will build the dams.

They cut down trees and they build dams..... When they bulild those they stop waterways and they cause floods. Floods cause messy areas, messy areas make unhappy people, unhappy people cause DEATH.
Malls are a fairly modern idea ( ancient Rome did have the first one, though) and before the mall there were individual stores located in downtown areas. The mall came about when people began to build and move to the suburbs in the 1950's. Instead of driving into the city center people decided to build shopping areas near the new suburbs and the mall was created.
Over populated areas and some people will either have to leave or build their own house or if not one of those then they could become homeless
