You have to get a salon license from the state of PA Bureau of Professional & Occupational Affairs. The division of Cosmetology. There are regulations regarding entrances, exits, fire sign, emergency lights, stations, waiting room, square footage, equipment minimums, etc. You do not have to be a licensed person to own a salon BUT you must have licensed people working in the salon.

You actually do not need a degree to open a hair salon or any other business for that matter. Anyone can be an owner.However if you want to work in the salon, you must have a state licence and this is obtainable by graduating from an accredited school of cosmetology. It is a trade school degree rather than a college degree. A good "beauty school" will not only teach you how to do hair and its related services, but will also give you some knowledge on laying out a salon, business practices, your state's laws regarding sanitation and licence renewal.
